Can anyone explain - Strange/incorrect memory reporting in Windows 10

Can anyone explain this? A memory utilisation report of 7.2GB/7.9GB: enter image description here


Yet actual memory consumption is no where near that high:

When I had returned to my PC, I had a low memory warning and a suggested close app of FoxIt reader, yet that doesn't seem to be the culprit, but that is what lead me to research this strange issue. My machine is responding fine however.
