I was using a dirty upgrade to Creators Upgrade for the past week and the fix detail here:

was working fine - my pc had not autorestarted a single time since I implemented it months previously. I didn't mess around with any active hours - that fix was the only one I tried and it worked 100%.
I was glad to see the Creators Update had not changed that in the week I tested it so I went ahead with a fresh install.
After the fresh install I once more followed the steps outlined above and went through the usual post-fresh install steps.
Just now I was playing a game on my computer when I suddenly got rebooted! The reboot installed was KB2565063 which is "Quality Update".
The security settings for the Reboot file found in:
C:\Windows\System32\Tasks\Microsoft\Windows\UpdateOrchestrator
are as follows:
The Task Scheduler is set to Disabled. When trying to Enable it I get:

The user account you are operating under does not have permission to enable this task.
OK
which to me confirms the settings are sticking.
So why do quality updates ignore this? Is there a new template we need to lock down?
There is an option to defer quality updates for up to 30 days but does that allow me to manually install updates whenever I like or do I need to use gpedit.msc to toggle it every time I feel I need to manually update?
