windows 10 - Why does installing GeForce GT 730 1GB graphics card steal RAM?

I just installed this card and now system memory says 4GB RAM (only 3.19 usable). Is it not using it's own one GiB of RAM?

I'm running Windows 10 32 bit OS. 64bit processor.
